They are not sure exactly what the remaining Horcruxes are, and they
certainly don't know where they are. The only person who knows is
Voldemort. Therefore someone has to get Voldemort to tell them where
the Horcruxes are. Therefore Snape kills (an already dying) Dumbledore,
gains Voldemort's trust and can then get the necessary information!
