JKR wrote somewhere on her site answering that question that there are 
magic Wizards do that house-elves can't do, and vise versa. And 
apparently Fawkes as well. It seems the protective magic on Hogwarts 
is geared against penetration by other wizards( a bit of snobbery 
superiority complex?).
