The Blacks and the Malfoys are very much about appearances.
Bellatrix's French accent may be an affectation. That is one way that
the accent can be explained without violating canon. But I think the
truth is that Mr. Dale had to provide a voice for Bellatrix with
nothing more to go on than her name when she makes her first
appearance in the pensieve in GoF. By the time it became apparent that
she is not likely to have a French accent naturally, it was too late.
So I'm going with: It's a deliberate affectation put on by a vain
aristocrat. Jim Dale is never wrong. And I love his Hagrid, by the way.
