It seems that Sirius was caught the day after Harry was brought to the
Dursley's; at the most, the day after that. It also appears from the
books that Sirius left Godric's Hollow and immediately went looking
for Peter. So, I don't think Sirius was available to receive the bike
even if Hagrid tried to return it. Also, given that Sirius was
estranged from his family, it's doubtful that Hagrid return the bike
to the Black family.

On another point, Arthur and Molly were not in the Order of the
Phoenix last time, so it's unlikely that the bike would have been give
to them. 

So, I speculate, as I already have, that Hagrid was stuck with the
bike, and stored it somewhere. That means it is likely to be at or
near Hogwarts. 

I'm still desperately hoping that at some point Harry finds it and
uses it. That would be almost as cool as receiving a Firebolt. Of
course, there is the small matter of Harry not having a muggle
driver's license. I'm pretty sure you aren't able to get one until you
are 17 in the UK, and then you must pass a written test, a driver's
education course, and take a driving test. All of which cost
substantially more money in the UK than they do in the USA.

If Harry get's pulled over by the police, he can probably 'enchant'
his way out of it, but what if he get busted by a traffic camera? That
could be a problem trying to explain that.

Just a thought.
