Tonks:
Either she is a good and decent person who would not see her 
sister's only child die and feel responsible and consumed with guilt 
because of it, or she would be worried about what other people would 
think if the newspaper headlines read "Local child murdered when 
relatives threw him out of their home!". I think it is a bit of both.
