Good question.  I could see a swan as Cho's *animagus,* though, so perhaps 
it's for the same reason: Swans are beautiful, but they are also extremely 
dangerous when threatened or when protecting their young.  And they mate for 
life.  Cho has had two boyfriends since Cedric's death (Roger Davies and 
Harry -- if you can count him), but in my opinion her emotions are still 
engaged with Cedric and will be for a long time.
