I think maybe you're overthinking things. We, the readers, need to
have the various animals, plants, spells, etc. explained so that we
know what's going on. So JKR takes advantage that this is a school
and Harry is learning about the WW to introduce new stuff. Plus,
there's the side benefit of foreshadowing. Of course, if you want to
look at it from *inside* the world, and not as a reader, you could
say that Harry and crew do a good job using what they have on hand.
Harry takes what he's learned and adapts it to whatever problem he's
facing.
