I have a feeling that Voldemort would have been able to touch Harry in
the graveyard anyway.  Harry cannot be touched by Voldemort under his
aunt's roof and, apparently, at Hogwarts.  Thus all the owls to "stay
in the house" in OotP.  Voldemort may have been snookered.
