Having thought intensely about the subject, I feel that I can sum up
the most important reason behind the Ministry of Magic's employment of
the Dementors in one sentence.

It's a considerable improvement over having Dementors outside the
Ministry's control, isn't it?

Well, sure it is, since out of control Dementor is clearly not a good 
thing. :o)  We discussed in the past as to Dementors posible siding 
with Voldemort. We also discussed many possible candidates for 
dementor Kiss starting with Voldie himself ( was Harry among 
candidates also? ).

I am wondering now though whether Cornelius desire to keep Dementors 
close will not come back to hunt him directly?

Do you think it is possible that Kissing of Barty foreshadowed the 
kissing of dear Cornelius? Or maybe Dolores Umbridge?
