A minor quibble - Neither the flying pudding nor, IIRC, Blowing up
Aunt Marge were done with a *wand*. I think the ministry has some way
to track all magic done anywhere, but it seems unlikelier that they
can track the activities of a certain wand, especially from afar. If
they could, tracking down Voldemort or DD would have been much
easier, and they could have been able to notice LV return, or spot
Kingsley doing an Imperius in the middle of a meeting of Funde and
DD, etc.
