I remember reading that Olivander was the best wand maker, not the
only one. I'm guessing that Sirius got one from another source,
maybe the Kmart of wand makers, something generic for those that
can't afford Olivander.
Also, he was out of the country, there was most likely no problem in
purchasing one.
Plus, as I've mentioned before, there may be a good underground
business in black market wands. Wands that were stolen and then used
for crimes, like a lot of guns here in the U.S.
