Yes, I am with you where plan A is concerned. It's the plan B that 
seems somewhat faulty. If Snape and DD wanted to catch Quirrell in 
the act, they shouldn't have tried to intimidate him. On the 
contrary, they had to act as though they were already satisfied with 
their efforts so that Quirrel would develop a false sense of 
security and walk straight into the trap. Besides, what truth, they 
were supposed to "frighten out of him"? They already knew what he 
was up to.
