Remember who the original owner of Scabbers was.  Could Peter have done something Percy in a magical or non magical way that aided is personality in its development.  Plus as far as I know, no one has ever said how Scabbers became part of the Weasley family.  What made him choose them?

He seems like the kind of gut that is going to follow he printed rule no matter what.
