I don't think I could decide that. To me the loss of his powers is
nearly the same as death. He would never be able to fully function
in his chosen society again, never be able to hold even a basic job
in it. Never enjoy flying or participating in magical activities
with his friends. He can't very well rejoin the muggle world, he's
woefully unprepared for it. He'd be reduced to an object of pity in
the wizarding world.
Die or lose powers, for Harry it's death either way.
