And, backing up Nora here, didn't Snape keep Umbridge stocked in
*fake* Veritaserum? 

Dumbledore on Snape in The Lost Prophecy, p 833 US:

"It was he too who gave Professor Umbridge fake Veritaserum when she
was attempting to force you to tell of Sirius's whereabouts..."
