Carol responds:
That's how I interpret it. I certainly don't expect to see a birthday
wish for Lucius Malfoy or Bella trix Lestrange, either. So the fact
that she's wished both Snape and Percy a happy birthday appears to be
a good sign for their potential redemption (though IMHO Snape is
already partially redeemed simply by virtue of being on the right side).
