I think that's a bit simplistic, don't you?  Remember, at its 
inception, the DA really was little more than a study group -- a 
group to allow people who wanted to study practical DADA to do so.  

Are you seriously suggesting that it is unfathomable to you that a 
student, although neither a coward nor an Umbridge toady, might 
choose not to join a DADA practice group?  Sure, some people probably 
didn't go because they were afraid of Umbridge, but don't you think 
it's possible that a lot of the school didn't go because they're just 
not that interested in studying DADA?
