I had always assumed that Andromeda was the eldest Black sister. My
reasoning for this is probably because Tonks appears to be
(approximately?) 6 or 7 years older than Draco Malfoy. One could
assume that because Andromeda had a child before Narcissa did, she
also married before her sister(s) did, and was therefore is older.

Since we know that Andromeda married Muggle-born Ted Tonks, it is
quite probable that she was disowned by the Black family and therefore
wouldn't inherit anything. So if Narcissa was the next oldest, any
inheritance would fall to her. 

Although, I quite like the idea of Bellatrix being the middle child, I
think she is most likely the youngest of the three. Probably 2-5 years
older than Sirius.
