Shaun:

I should have been clearer - it's manufacture apparently wasn't 
discussed in class in *Second Year*. There's nothing to suggest 
it's manufacture hasn't been discussed since then.

Secondly, the question on the examination may not have discussed 
manufacture at all:

"Sure  enough, he found the written paper difficult, though he 
thought he  might have got full marks on the question about 
Polyjuice Potion; he could describe its effects accurately, having 
taken it illegally in his second year."  

This suggests strongly that the question asked was about the 
effects of Polyjuice Potion - not necessarily about its 
manufacture at all.

There's no reason to suppose that at all. They may have studied 
it's manufacture since second year - and the manufacture may not 
have been asked about anyway - the question may well have only 
considered the effects, from what is written in Order of the 
Phoenix.
