You are assuming here that the timing and number of their children was the 
Malfoys' choice.

It didn't occur to me the first time I read the books, but remember Draco 
quoting his father in PS/SS, that the Weasleys have "more children than they 
can afford?"  I hear that as sour grapes -- I think Lucius Malfoy would like 
to have a large family of purebloods to carry on the family name,  but all 
he got was Draco, while the Weasleys have six boys and a girl, don't care 
that they are poor, *and don't even care about the fact that they are 
pureblood.*  From Lucius Malfoy's point of view, all those smart, healthy, 
happy children are *wasted* on the Weasleys.
