It's an interesting question if you expand it to all wizards
who have to get by in the Muggle world (no NI [1] number, no
passport, etc.). However in this case HP would have been
fine - you don't need a birth certificate to go to school
in the UK, certainly not in England and Wales, at any rate.
I would imagine wizards who live ``undercover'' lives, integrated
into muggle communities, probably conform to a lot of
bureaucratic requirements, and those that don't
would either magic up necessary documents, or persuade
officials to look elsewhere (like Obe Wan in Star Wars IV).
[1] NI is National Insurance - introduced after the war as
a compulsory tax to cover the cost of the welfare state
(pensions, et al.), it is now an extra, non-hypothecated tax
(and a whopping extra 20% if you pay yourself through
your own limited company).
