Really? I don't think she cares for Harry at all. It seemed to me 
that the letter was sent to Petunia to remind her of the deal she 
once made with Dumbledore. Dumbledore is definitely holding something 
over her head. 

And Petunia is definitely the person who under extreme circumstances 
will gain magical ability.
