Perhaps the Blood thing made the protection of Privet Drive stronger? Harry 
was able to leave the house and go to school and stuff while living in 
Privet Drive, whereas I don't think it would be wise for him to cruise 
around at Grimmauld Place 1-11. He is safe INSIDE GP 12, but apparently he 
can move around in the neighborhood of Privet Drive.

That IS one of the things that has irked me too though :o)
