Well, I must say I disagree with you. I think that the inability to
cast a spell was caused by the fact that Neville didnt spell the
incantation right.
For example in SS where the trio is learning 'vingardium leviosa'
charm. Ron wasnt able to cast it only because he did it with the
wrong accent!
In PoA Harry learns how to cast a Patronus charm. Only when he
spells expecto patronum in the right way (not patrono!)something
happens.
There is plenty of examples where students learn how to spell the
incantation correctly, and JKR shows it to us so I think it must be
important!
When it comes to the case of using somebody's else wand - IMO if
you're a really powerful wizard you are able to cast a spell from a
wand which is not yours. But students may have some problems with
it...
Someone mentioned the situation in GoF when Hary's wand is stolen. I
just want to say that it wasnt Lucius but invisible Barty Crouch
Jr.!!
