Interesting thought. So far it seems only Death Eaters know how to
conjure the dark mark, though I doubt it's terribly difficult to
learn. But remember, the dark mark inspires fear because it was
associated with murders. Draco and his gang don't seem skilled enough
to go around killing fellow students with impunity.
