Whose owl does Aunt Petunia use to send Harry's gifts?

Sorry if this has probably been brought up already, but I couldn't 
find it. 

With regard to Petunia knowing more than she lets on about the 
Wizarding World: How does she send Harry's Christmas gifts? Does she 
borrow an owl from someone? Does Mrs. Figg have an owl?

On another note, dou you think the sending of gifts is cumpulsory in 
relation to Privet Drive being Harry's "home"- and the protection he 
has there?
