In PS, we read that the Dursleys send their present (a 50p piece) by means
of Hedwick, so we can only assume that in the other books they send the
other presents by her as well. We can only assume that Hedwick has been
sent to them by Harry, as their note in PS says they've received his note
and have sent his Christmas present.
