If they're villians, they're remarkably ineffective villians.  They
could have bumped off Harry any number of times, and failed to do so.

They could have revealed the DA anytime, and failed to do so.

They could have delivered Harry to Voldy at the World Cup.  They
failed to do so.

They're not the bad guys.
