Well, remember what Remus says that at one point you could not walk 
around Hogwarts without being turned around by your ankle with this 
spell.

Do you think all those people stole this spell from Snape?

I think one person saw  him use it, figured out  and started doing 
it too.

If the spell is nonverbal, it does not mean that other person could 
not work out what it is, OR it still can be used verbally. no?
