Question regarding Draco's safety and Snape's vow ?

Do you get the feeling (and I could be way off here) that perhaps 
Snape didn't really know what the task was, and, when he found out 
went to DD and was told he would have to do this, yada yada..hence 
the argument?

Also, in your opinion, did Draco fail in his attempt to kill DD or 
did he never REALLY try?  When he did have the chance (not counting 
the necklace and the drink), he did not make the attempt.  I could be 
wrong, just thought I would bring it up.
