Possibly. Dudley is a blood relative of Harry, so the protection 
might extend to him. Vernon's outta luck if you go by the blood 
relation link.

I don't think Lily's love was the only bit of protection Harry has. 
In the "What are horcruxes" message, I offered my ideas about 
the "Lily's eyes" thing and Harry's protection.

I think Dumbledore added extra protection to Harry, which is why he 
has to return to the Dursley household for a few weeks every year.
