I'd argue that it's to tap into Slughorn's sense of guilt. Slughorn 
knows that he is, indirectly at least, responsible for the fact that 
Tom Riddle was able to gain so much power and knowledge unchecked, 
and that he was the one who told Voldemort the secret to immortality.

So when Dumbledore wears the ring when first visiting Slughorn, I 
think he's saying: You know you had some hand in all this, and you 
owe me. You owe everyone.

This is also, I think, why he brings Harry along.
