Yes it is true that if Snape knew about the plan to penetrate
Hogwarts via the cabinet and didn't inform Dumbledore, that would be
evil. Here's the problem: We can't really be sure that Snape knows
what Draco's mission even is until Snape arrives at the tower. The
only things we can be certain of prior to that is that Snape knew
that Draco had been given a task by Voldemort, and Draco didn't want
Snape involved in it. In chapter 2, Snape claims to know all about
Draco's task, but notice that he never actually states what the task
is. He may very well be bluffing, hoping to learn more about it. That
is exactly what someone who is spying for the Order would be likely
to do in that situation.
