No I actually thought from the first that Dumbledore was his target.

I don't think that Narcissia would have been nearly as upset if Draco was 
supposed to go after Harry.  But pitting Draco against the only wizard who that 
Voldemort ever feared was something else altogether.

And I think that LV fully expected for Draco to fail.
