In _CoS_ when  Harry tries to speak it to anything other than a
snake, he can't  do it.<<
 
Harry has never attempted to improve his skill as a Parseltongue.  My  best 
guess is that since Gaunt seems proud of his family's heritage he would  have 
practiced this skill, and taught his children to become fluent as  well.
