It will be very interesting indeed to find out about Petunia, despite 
her comments implying the contrary in SS; however, JKR squashed 
thoughts of Dudley's magical ability last year. 

In an interview of 15 August 2004, (Edinburgh Book Festival)

the inteview states:

Q: "Is there more to Dudley than meets the eye?"

A: "No. [Laughter]. What you see is what you get. I am happy to say 
that he is definitely a character without much back story. He is just 
Dudley. ..."
