Is Regulus, Stubby Boardman?

Hi, I know it's probably a stupid thought, but
I was thinking what if Regulus is Stubby Bordman
from the Quibbler article in OOP?  DD said that he 
could hide Draco, what if he hid Regulus when 
he tried to back out of being a DE?  Not that 
I really think this is plausible, and I doubt anyone
besides Luna Lovegood would think it was remotely
possible, but I thought I'd post it anyway.
