Allie, I would tend to agree with you, but perhaps he wasn't in on the secret (having been out of the loop in Azkaban and all) and was still under the impression that his brother was dead. He may have just thought "Hmm, that Boardman guy looks a lot like my little brother did when he was alive."

I love the Regulus/Stubby theory! :)
