I think that there would have to be a big difference.  After all if Sirius' 
dad made it unplottable to other wizards that would mean his own pureblood 
relatives as well.  I can't see him doing that.  Muggles yes, other "non blood 
traitors" no.  Now DD OTOH had a vested interested in make it unplotable to all 
but those to whom he lets in on the secret.
