Two questions

I have a few questions about HBP:
1)Why does everyone in Book6 behave in such a  blaise manner whenever 
Harry tells him or her about his doubts regarding Malfoy? Once or 
twice is ok but why do they persist in disbelieving Harry for so long?
2) How come Voldemort chooses Draco of all the people to trap and/or 
kill DD?
