I think this goes under the category of teenage angst.
First of all, Ron has never acknowledged to himself that
he likes Hermione.  Witness the argument with her after
the ball in GOF.  Second, he finds out that Hermione
probably was kissing Krum and that Ginny thinks he is
backward and inexperienced.  To get back at both of them,
he asks Lavender out.  Lavender isn't really a threat to
him.  If she doesn't like him back, his self-image isn't
hurt.  He doesn't have to deny his liking for her, as he
really DOESN'T like her especially.  It feeds his ego to
have someone liking him and wanting to kiss him - until
he finally realizes that he really doesn't LIKE her and
he finds out that Hermione might not be quite so scary
after all.  She might actually like him back.  It was
safe to go out with Lavendar, as his ego wasn't at risk.
It is much more dangerous to fall in love with Hermione,
because he has much more to lose.
