I read this as JKR was hoping that some readers would have caught on 
so quickly to this, as if she's laid enough clues for people to figure 
it out. Either that, or she's commenting along the lines of, "hey, 
jsut this morning I was thinking of that too." I don't recall any 
significance of July 16 in the books - that's before Harry's birthday, 
and very little has happened over summer break before his birthday.
