She could have also borrowed a set from another student.  Really what  Ginny 
wore isn't at all important to the story.  The Yule Ball is really  more about 
Ron and Harry's first dance, and the awkwardness surrounding  it.  That she 
got to go at all is probably more about the reader seeing her  as something 
more than the victim in COS than about the main plot of  GOF.
