I thought from the context of the book, that she was doing magic in the memory, she was simply fumbling a bit, being so eschewed and downtrodden by her father and made to feel unsure of herself, (rather like a certain dorm mate of Harry's who is always being reminded that his parents were better than him) and then later on, after the imprisonment of her father and brother, found that she could not do magic in that house any longer. That is far different from coming into magic late in life.
