Actually, Dumbledore didn't do this, J K Rowling did this.  Why has 
she set it up this way?

Well, I wish we'd have gotten very little in the way of romance in 
this book, if this is the way it's to be written.  I had a feeling 
from the way she wrote the kiss with Cho (heard about, not seen) that 
Jo might not be up to the task.  She's a brilliant writer, but I pray 
she never tries to write a romance.
