I don't think so, because if JKR had really wanted to tie Harry, Voldy 
and Neville together, she would have given Neville a wand using 
Fawkes's last tail feather as the core.  (I believe Fawkes lost a tail 
feather at the end of OotP, though I cannot at this time find the 
correct scene.)
