I have always thought that the 16 years that Snape
refers to as "his post" was his mission of spying for LV – not his
post as a Professor at Hogwarts. As OotP clearly states, Snape has
only been a Professor for 14 years. I believe that Snape began
spying for LV right before the prophecy was told
that would fit –
that is 16 years.

Umbridge was quite clear & so was Snape about him being employed at 
Hogwarts for 14 years.
