JK actually answers this on her site - F.A.Q. About the book page 3 
about why the MoM didn't send an owl to Sirius and follow it.  Her 
response is as follows: Just as wizards can make buildings 
unplottable, they can also make themselves untraceable.  Voldemort 
would have been found long ago if it had been as simple as sending him 
an owl!
