I disagree.  He thought the robes were a dress.  A
dress could only belong to Ginny.  Therefore this is
Ginny's dress.  New, I suppose, because he'd never
seen it before or because an old one wouldn't fit her
anymore (assuming clothes are only bought at the
beginning of the school year).
