Not very long ago there was the discussion if maybe JKR doesn't want us 
to hate Draco. I thought, and still think, she does, but since I also 
was one of those, who used some evidence that isn't directly from the 
books, namely, among other things, the birthdays calendar on her 
website, it's just fair that I point this out now. She does wish him a 
Happy Birthday, today on her website.
